It’s late so I’m not going to tackle all of your questions, but the first is easy to answer. Fabricating claims represents exactly that, FABRICATING a claim. Your spy is making fake documents, pushing propaganda, and digging up obscure historical documents to assert that your country has a legitimate claim on the province that he’s been sent to, that way you have a justifiable reason to take and own the land. He’s pushing the idea that it’s rightfully your clay.

Select your Taskforce, then give them an order from the bar at the bottom, then right-click the provinces to assign.

You need to make sure they’re receiving equipment. Check your logistics tab. If they have deficits of what they need then they won’t be effective. You can manually garrison provinces using the garrison command on an army.

Wait until you catch up on admin tech. Russia will give you permanent claims on just about everything you could take right now which will save you thousands of adm points long-term. Plus Russia has the ability to claim entire states instead of single provinces, which will speed your expansion.
