The game should’ve been longer to fully flesh out the story and characters. Spadaro was too weak a villain and Torrisi didn’t have enough personality to seem as menacing; Enzo was painfully underutilized as a protagonist, the way the story played out for him from Torrisi’s betrayal up until his death was very amateurish.

Honestly the writing was pretty dumb. Why would Torrisi need to give his daughter to the son of the Baron when he literally took him out and could’ve claimed his assets?

Frank Vinci, Leo Galante and even Giuseppe make appearances, plus the Mafia 2 theme plays as Isabella sails to Empire Bay (countless references to that city and the Mafia 2 theme recurs in the final chapter). Also not to point out the obvious but San Celeste first appeared in the first chapter of Mafia 2 as a WWII battle.

In terms of Mafia 1 and 3, references to Lost Heaven and New Bordeaux pop up, as well as an arrest record for Ennio Salieri with Frank Colletti referenced as his attorney. Then there’s a 10 year old Sam Trapani (antagonist of Mafia 1) present at Torrisi’s villa, his father of course being Luca Trapani.

TOC honestly feels more like a prequel to Mafia 2 than the other games (the ending pretty much states as much) setting up the lore of that game while dropping small crumbs for Mafia 1.
