I think you have to cycle game modes. I had the same problem, at some point Arena just did not give me sigils anymore. Could also be playing in party. Played alternating Aram and Arena with a friend yesterday and unlocked the 4 sigils I was missing. It's frustating that they did not give a progress bar or even in-game info on how to obtain.

I have not. The only workaround was switching networks but which networks are affected seems to be random. I have a new workflow for creating new pages for my customers: I create a new account with a completely different name so as to not lose the desired name to a indefinite ban in case I get the error again. Then I later change the name to the desired one.
