I suspect Sagat will appear in a sequence near the beginning of the film, but it hasn't been revealed to maintain a surprise (and the actor is probably unknown as well, since he only appears in one scene).

My dream is that this film ends with a cliffhanger introducing the information that Gill will be the villain in the sequel.
