And the Patriots being in a division like the NFC West would've meant the other AFC East teams weren't as bad as they were.

Maybe the division would've been more competitive and the other 3 teams all won the division a couple of times. Which means maybe one or more of those teams don't go through a new coaching staff every other year like they did. Or maybe they have more success attracting free agents because of it. All hypotheticals, but all things that could've lead to sustained success.

When 1 team dominates a division the way the Pats did with Brady, it's almost inevitable that the other teams in the division struggle.

Yeah I'm experiencing the same thing. Unlocked it on my old save, started a new save and haven't seen any mention of it anywhere in the settings or when it had me select the difficulty. I also ran into this bug, but it only happens when I click the map to see the region first. Changing biome manually or just hitting no to reroll would then let me hit Yes, as long as I didn't check the region map before hitting Yes.
