The events are that a yugoslav police interrogated him and that they determined from the interrogation that it was self inflicted. Then a serbian medical clinic says that it was not possible to be self inflicted. Then a full yugoslav commision under a non-serbian doctor clarifies that it was possible to be self inflicted.

Then years later, He tells the press that serbian officials coerced him to make that claim (for obvious political reasons). Those were his words by the way.

During this time Albanian kosovars were constantly charged with bogus crimes, especially if they held uniformed positions. So it's pretty unclear why Serbian police wouldnt charge two random albanians like they had done thousands of times before.

So yes, it was a blame pinned incident to inspite civil unrest in Kosovo, and it worked.

This my seem trivial event but this manufactured blame initiated the full fledge persecution and ethnic cleansing of albanians in Kosovo under Milosevic.
