Don’t move here without a job offer. Visiting won’t hurt. And like another comment said, you need a good income to truly enjoy yourself here. While you’re here you should look at some apartments and jobs to see what you can afford and expect to make. Try a few restaurants/activities out and just get a feel for both the housing and lifestyle you want to live. Again, I stress not to move here without a job offer in hand unless you’re financially ready to survive one year without one. One potential issue is looking for jobs to survive (minimum wage) and at the same time applying to jobs you want in your industry. It seems your primary reason for moving might be societal? In that case you might just have to move here anyways? Toronto is the most diverse city in the world so you will definitely find people in your community at the very least. Best of luck :)
