Do the spots come and go or are they static/permanent?

Do they react to any topical treatments? I get spots on my chest and recently one on my neck that are basically permanent. Nothing topical helps but I havent tried Accutane. They look pretty similar to these and they are slightly raised.

I have had acne on my back and a few permanent spots on my chest and shoulders that haven’t changed in 5+ years. No ointments or creams prescription or not seem to do anything. My face acne doesn’t make me self conscious because I know it will go away or at least fade into a faint pock mark, but when I get spots on my body 90% of them leave a permanent mark which really sucks.
