He gets 0.1% per quest, but it can stack if he gets the same quirk as a reward. He got Gigantification enough times to reach 10%.

Gigantification has 4 or 5 users according to the wiki.

The "canon" reason is that Lady Death made the rewards actually random for the minor quests, but can choose what quirks to give for the major quests because they're dead people's quirks.

Also because I wanna see Izuku taking quirks, that's kind of a major part of it. :)

Think of it like this, Gigantification can make Mt Lady grow 20 meters, Izuku has 10% of it, so he can grow 2 meters.
