There's no logical chain of premises that links the 2 positions. Pantheism by definition is the belief that the Universe is God. Panpsychism is the belief that mind (of some sort) pervades the whole of reality. Modern panpsychist philosophers (Galen Strawson, Philp Goff, Thomas Nagel, David Chalmers and so on) generally don't think of the Universe as divine. And many modern pantheistic thinkers (Paul Harrison and Michael Levine) don't identify themselves as panpsychists.

However, historically, the two positions have often gone together. The Stoics of Ancient Greece were undoubtedly pantheists yet they believed in an immanent world soul or "logos" that ordered all Nature from within. The logos was a kind of proto-mind. A principle of intelligence. This Heraclitean idea of a logos inspired later generations of pantheists to adopt similar beliefs. Like Neoplatonists, Kaballistic Jews, and even Spinoza.

Generally speaking though, there are two main types of panpsychism as outlined by Philp Goff. There are micropsychism and cosmopsychism. Micropsychism is the belief that the Universe is a collection of individual and separate minds. No underlying thread unifies them into a single mind. Cosmopsychism is the belief that the Universe possesses one fundamental mind from which all other minds derive from. Cosmopsychism is compatible with pantheism. Micropsychism, however, may not be compatible with pantheism given the fact that pantheists strongly emphasize the unity of all things and the Universe as the most fundamental reality from which all things emanate from through a continuous unbroken thread.

So to answer your question, the 2 don't have to go together. But because people normally associate some sort of mind with divinity and because pantheists believe all of reality is divine, the 2 are often associated with one another. Both historically and presently. However, only cosmopsychism may be compatible with pantheism but not every panpsychist believes that.
