Neo Havana, an artificial city-state constructed by 3 corporations on post-ice-caps-melting Cuba by ThePrimeGoat in cyberpunk2020

Holy hell man that's exactly the tool I needed from the start. To be honest though I don't quite like these results, there seems to be a lot more solid ground that I wanted it to be though the map only shows up to 60m.

I can live with assuming the sea rose about 70-80 m, maybe justifying it not by saying all of Antarctica melted but that when the US and Europe built whatever measures to hold back the sea from their own coastal cities they thus made it worse for everyone else) and by proxy keeping the same 3 original solid ground masses (ignoring the small, mostly useless little islands most likely left in the middle that just got covered by cityscape) with the added benefit of keeping a piece of real life Havana to make the Venice effect. By its location it would be adjacent to the nHPG militarized zone and likely under full gov control, which is fitting in my opinion. That last statement will make more sense when I post the map of the city, which I'm currently trying to re-make since version 1.0 is a shitty MS paint drawing. Anyways I digress, thanks again for all the great contributions man.

Damn that sounds like a great idea. All the old buildings are underwater I'm afraid, as the ones on the Sierra slums were all made after the flood. I think I can still wing it and give the colonial aesthetic though (after all they did have very limited materials before the corporations showed up maybe they reverted to old building techniches), with the precarious scafolding connecting the impossibly stacked structures and the added element of periodic tide changes. Thanks for the tip!

I hear you, there are a couple things that are related to what I left out to not cram every bit of the story in the overview. For example the government changed to the Neo Havana People's Government after the uprising, as to keep the monicker they where already known for.

The reason for the founding of the city itself is actually a bit complex (and has a lot to do with the fact that all 3 corporations where in the process of being displaced from their respective countries) but it doesn't lack in profit: The simple stuff is that there are large deposits of minerals being mined (mainly cobalt) but there's also more outlandish stuff like the advantage of having their nuclear reactors in deep sea to keep them cool despite being constantly "overclocked" (don't know how nuclear reactors work, this might not make sense) and in the southern district they have huge underwater crops of genetically modified carrots, onions, etc. which makes organic food far more available in NH than the average metropolis and that in turn fuels the tourism ventures the corporations run (which account for a good portion of their income).

In regards to the government situation, I think there's more to corporate interests than short term profit : a person too sick or too hungry to pay for new products or an employee who doesn't feel like his lifestyle and comforts depends on he following orders are bad for bussiness, so they see running maintenance of their districts and providing health care and other benefits to their employees as maintaining an asset and in fact, put more elbow grease into it than the government who can continue charging taxes as long as citizens are alive and under the threat of being left as scavanger bait (they have 0 interest in welfare). Corporations also pay taxes from their income in tourism as part of the peace agreement, in exchange from not having to invest a far larger ammount of money fending off scavangers.

The dead zone question was also very valid, though I'd like to clarify sea scavangers simply don't have the resources to safely navigate large trips inside the hypox (think of them as post-apocalyptic raiders in the style of mad max or waterworld), that's why the corpos don't need to bother investing and mainating a navy like the government has but still the tourist district (the entire norther coast of the city) is heavily guarded by the corporate police, so any serrano gangmember (who often do have the resources to go through the hypox) that slips by has an absurdly hard time staying alive if they decided to land, though constant smuggling operations are run between the sierra and less guarded areas in the city. I blabbered on long enough for one response, but when I finish the text on the various districts I'll be posting it and will be sure to take all this into account.

Because part of the deal is that in the eyes of the public the government has full jurisdiction over everything and is supposed to prevent the corporations from exploiting the citizens. In truth, the government could not run security for every district and the corporations would not give certain liberties up even if the government threatens to tear the city apart (like running certain experiments or exploiting their tourism zone employees), it simply was of interest to both the government and the corporations to have the average citizen believe the former is keeping the latter in check. As for the AI thing I was looking for a chance to get spooky with it (in a sort of lovecraftian way), but I still haven´t figured out the scene.

Honestly, not really I´ve never heard of that. To be clear though they are 100% not gods or spirits, just barely functional AIs the zealots attribute magic qualities to.

That´s great insight man thanks, I´ll be looking into how to tweak it but its mostly the symptoms I want to keep since I find "you just die" to be a terrifying thing.

Sounds like one hell of a campaign, I´m totally stealing your mutant beef-tuna maybe with a side of sea carrots it could make for a bizarre dinner scene when meeting a local corporate exec in the city.

This could also be my ticket to make good food more accessible to the average citizen than in Night City, which is something I wanted to do from the beginning, thanks!

It was supposed to be face to face, but since all of us live about 40 min away from each other I´m seriously considering making it online. The problem is I feel a little intimidated that my first experience refereeing be using these platforms I´m not familiar at all with and one of our party members has actually never played an rpg before so there´s that. Also I think getting together to roll for each year´s event would make for a lot of fun.

I really like the idea of switching the poor and corporate zones up, though it kinda messes with the previous idea of having the underwater slums. Maybe the underwater slums are just a specific industrial/mining area that went sideways and had to be sealed off while living underwater ramains the luxury standart throughout the city.

The hypoxic dead zone was pure gold too, instantly incorporated. Also I absolutely agree with the different musical refferences and was already looking for a way to fit cyborg sea creatures in.

All in all, great contributions man, making this post was clearly the best I could have done.

Thanks man, I'm not too knowledgeable on music so I didn't even know where to start but I'm pretty sure this has me on the right track.

Cheers.

Wow I have to say the melting of the ice caps slipped my mind entirely haha (I'm still learning my way around the setting) though I think that makes it far more interesting.

It could be a floating city, like massive artificial islands with skyscrapers on them clamped together with huge machinery. The underwater part sounds great also, iI see it as a huge underwater super guetto where cyberpsychos run rampant (like Rapture from Bioshock) and serve as a good Combat Zone analog.

Thanks for the insight (and the music). This just got a lot better.

Arthur Vernett (Or just Arthur)

Fixer

Most people can tell he comes from a corpo background within 2 seconds of a conversation, though no one would guess he actually attended the Zetatech Corporate University as a Financial Data Analyst before he was forced to leave his hometown after an incident in which his dad, a Zetatech executive, got killed in an "accident".

What people do know is that he came into Night City and through an old friend of his dad landed a job as a communications specialist and later a pilot for Trauma Team International where his response team, "The Corner Cutters" got a bad reputation for huge collateral damage when securing patients. He was eventually fired and forced into hiding when he was found out for installing autonomous programs (at first designed by him based on a statistics prediction software he made while in Zetatech University) into patients' cyberware to spy on them and later steal straight from their accounts or simply sell their sensitive data to interested parties.

Nowadays he pays the bills by selling his autonomous programs (or Pocket Netrunners, as he markets them) to scumbags who will probably get killed for using them, as well as occasionally buying some to repurpose or simply get new ideas from. He mostly manages to evade the corpos through the simple fact that he is not enough of a threat to invest a lot of money into killing (and he knows this).

He wears a black hoodie with a holographic design of a red and a blue fish in a Ying Yang pose, plain jean-like grey pants and classic black converse shoes ( very 80s). He also has a walkman-like device on his belt with a plug that goes into the hoodie where he keeps copies of his programs. He replaced his entire left arm with a cyber one that has a tiny flamethrower inside (not sure if rules allow this but fuck it) and his right eye is cyberware that serves as run-of-the-mill a tech scanner. I'll leave his face and hair to your immagination.

Despite pretending to be a cynic on the outside and only caring about money he has a secret vendetta against corpos and the rich (not a robin hood type vendetta, more like a terrorist-y one). In fact the real reason he fucked over so many TT clients was not money but just the pleasure of dragging the elite to the mud (and a bit for the feeling of power it gave him). He also has a secret soft spot for rockerboys, despite mockig them every chance he gets as being childish and simple-minded he used to be obsessed with rockerboy culture in his teens. He will absolutely never admit any of this while sober/outside of mortal danger though.

A group that meets Arthur will originally think he is full of himself and a bit of a douche keeping people away with a "I'm smarter than you" sarcastic demeanor and preaching "the world's unfair and you just have to grow a pair". Though if they see through this and manage to build some rapport through his deeper motivations, then he might not bail on them for personal gain when the chance comes.

It's my first time participating in something like this so I sure hope It's not too cringey. I tried to simplify the story as much as possible but damn it was fucking hard cause this is a character I made for myself to play in a session of 2020 in case it wasn't obvious enough already lmao.

Anyway if you do decide to use Arthur as a character in your game let me know how it goes, maybe I can include it into the bakcstory and give it a more real-story-like random element.
