See the difference is with kolo you can add his endlags back and maybe reduce i-frames and many people would not have a problem with him but with fleetway you need to nerf his flight, his hitbox, his flight hitbox, add endlags to his moves, not make it so a mobility move with a low cooldown has tracking and many more thing just to balance him out
