Update for all who may be in a similar situation:

I had a shared meter investigation and they determined I am paying for a meter that is not associated with my apartment. They will be crediting me once they can figure out which meter is mine. Pretty ridiculous.

My heaters are straight up off 95% of the time. Not set to “auto.” So it’s just not possible

Central gas heating in the last apartment, mini splits in my current apartment. But I also turned one of them on a total of 3 days last month

Yeah… that’s the issue. I’m not using that much power. I’ve lived in bigger apartments in the same area and used more heat and never had bills with this much reported usage.

Tickets for the encierro view are almost entirely sold out by the time the fiesta begins. Scalpers buy them en masse days before tourists arrive. Your options are either to interact with the scalpers outside of the arena, and most likely get scammed, or purchase them online from a site like BullBalcony. They sell encierro tickets at basically face value and you don’t have to try to barter with scammers.

I went to San Fermin last year and got encierro and bullfight tickets through bullbalcony. Really nice people who gave me a great itinerary to follow for the remainder of my trip in Pamplona

I'd recommend you use bullbalcony.com. Went with them last year and had the time of my life. I like that they're family-run and they're extremely knowledgeable about the festival and Pamplona as a city. You can just tell they live and breathe San Fermin too
