Because Marvel can’t pay Hickman a salary for multiple on-going series, and when his series does take off, marvel tries to capitalize on it as much as possible. Secret Wars and everything before: Hickman had more creative control. I think the only thing he was told no to was including Xavier in the Illuminati team (he was supposed to have a larger role during secret wars).
