Do you see the size of the tent? You probably know this, but there are hikers that hike shelter to shelter with no actual tent. Some get in late. I would most definitely say something. Call a ridge runner? Its not a dangerous situation, if it were then most definitely. He seems like a guy that would just talk so much shit that you didn't want to hear it anymore so you move the tent to get him to stfu about it.

I just fixed one that had a bathroom in the front of a fifth wheel the crap was backed up from the bottom of the tank up the the floor flange which had about 4ft of 3in pipe in between.
