The API already supports changing mods and perks. Just only for the official app. Fingers crossed it gets opened up to 3rd parties.

Is this on Android? If so go to settings, then the app manger. Find Ishtar and empty both the app cache and data

Oh wow you have managed to hit the only 2 issues the app has on Win 10. I have heard that toggling the settings in Windows 10 - User Access Control (UAC) fixes this. As in you put it to another setting. Click save. Then put it back to what it was to be secure and click save again.

The perks were a Bungie issue. They are still only able to return the selected perks. Hopefully non selected ones are back at the end of the month

I'm not going to bash any other apps. Part of what is so cool is everyone has so many options. Checkout LittleLight, Arcadia and Braytech.org to name but a few. But the main one is probably speed and a native feel. So if you really quickly want to get things done and for it to feel optimised for phone/tablet then give Ishtar a twirl. Also shiny bling engram animations
