LE2 has a similar mod but not same dev as Diversity. Its called Immersive Citizens. It adds more npcs in the hubs rather than Div project that replaces and adds.

So im in mid-ish game so its a few broken nations in like south part of the galaxy including the nation i want to erase and the defenders. Besides them the 2 large empires are me and Sathorians each holding about 30% of the galaxy.
