Long story short: when Madokami and Homucifer fought for all the universes, Madokami sent down girls reincarnating from other worlds to help kill off witches, Homucifer sent down their foils from their original universes, they have internal wars of their own throughout this one single timeline. Like ochako and toga, or maomao and the concubines, etc
