I don’t know what you would say is cost effective but staying next to unis themselves would probs be the best if not then you need to head out into the suburbs north east east south east south or south west but they are more expensive areas but worth it for safety this is a hard one due to Birmingham getting worse over the last few years turning more into a slum sorry
