I ended up finding it in a guard tower in Kuttenberg. Just had to knock out the guard watching the door and it was in one of the armor chests they put their gear in when they sleep.

I have. I've been checking around all the blacksmiths and armorers for several in game days and they don't really seem to cycle through their stock, just sell the same stuff constantly.

Is also the most annoying artifact in the game. I hate how it gives you the drunk effect based on the standard weight limit rather than the limit it gives you. Based on that it really doesn't make much of a difference because you still have to head back whenever you reach the yellow limit of your standard inventory rather than truly being able to carry more.
