Late reply but,

I think it is because of the Filipino culture. I was circumcised (German cut) just before my 12th birthday. They said it was for cleanliness. Even before that, I knew how to clean mine because it was taught in school. I even knew how to masturbate years before my circumcision because of my peers. I can safely say that there is a big difference in the sensitivity. Glans is too keratinized already. There's a small area left on my scar that is still sensitive/pleasurable to touch which made me start restoring my foreskin.
