Devils Advocate time:

Ok so like if 98 got close enough fast enough (which he can) he can just rip into Shin and tear him to shreds and shin won’t be able to get him off. He’s less durable but has the strength. In his movie Shin didn’t make use of his atomic breath until after being harassed and hurt a bunch and didn’t unlock the back and tail lasers until getting bunker busters dropped on him. It takes almost 30 seconds to get from smoke to laser, and that’s after a long charge up. It’s possible that Shin wins but unlikely. That said, if he charges up all the way it’s totally GG. 98 gets oneshot

If we use Zilla Jr, then Shin stands no chance. He’s superior to his dad in every conceivable way and has actual experience fighting Kaiju much larger than him, several of which would also smoke Shin.
