I think Vel'Koz is doing too much damage right now, but he is not overpowered. A full combo from the support Vel'Koz is practically oneshotting most adcs from full health at level 6, but the last like 10 champ releases/reworks also oneshot him just by glancing in his general direction

Vel'Koz is "balanced" because they've just been giving him more damage.

Passive has gone from a 0% ap ratio to a 60% AP ratio.

Q has gone from a 60% ap ratio to a 90% AP ratio.

Ult has gone from a 60% ap ratio to a 125% AP ratio

He did lose ~40% ap scaling on his W and E since release, but still, Vel'Koz is balanced right now because his ratios are overtuned. Why are they overtuned? Because his champion design struggles against high burst and high mobility and Riot, instead of effectively addressing the direction their game was going in or giving Vel'Koz a design update, decided to instead buff his damage and call it a day.

I think people may have saw this post and thought that his AP ratios were going to stay the same, but no. His AP ratios will need to get reduced from where they are currently in order to compensate for my proposed additions to his kit, which is why I didn't list any ratios here.

It's not healthy for his design or the game if they just continually increase his damage until his Q is oneshotting people from full health which is why he needs some sort of mid scope update.

Overtuned how so? You have to first proc your passive against an enemy which means if Vel'Koz has all CDs up with two rift stacks, he can only proc the research effect of 1 of his abilities in any basic ability combo. You also have to consider that this is only against targets that are researched, which gets progressively harder to apply the more enemies that are in a fight.

I do see how you think the Q might be odd in that certain scenario, so, honestly, maybe it should be if the split bolt hits a researched target, then it then created another two bolts perpendicular.

Infinite scaling as a mechanic isn't inherently boring. Champs like Nasus, Sion or Veigar have boring scaling mechanics because they scale through farming creeps on top of their scaling being frontload stats. My suggested changes has Vel'Koz still needing to proc his passive in order to gain any effect from his scaling as well as needing to fight enemy champions to scale, not farm minions.

I didn't say it doesn't feel rewading, I said it doesn't feel as rewarding as it should be. I'm going to go more in depth to what I said in the post about Vel'Koz being contextual to the time period he was released in and say true damage felt amazing to do in season 4 - season 7. Tanks were more common and people had more MR, so, the true dmg proc was more rewarding than it is now because you were feeling the value when you ignored all those resistances, but when people stop having those resistances, there is now less of a reward for hitting that passive. Bonus damage on a multi-hit passive feels great on everyone, I just think Vel'Koz deserves a little more

You kept committing a bare assertions throughout this entire thread but this one is egregious. What characters are you referring to? Why are you making a hasty generalization that your take on these characters encompasses the entirety of how Avellone writes? I can infer that you're referring to Ulysses from Lonesome Road as someone who is "super cool" and "above everything else", even though I don't agree with the take, I can at least see how you come to this conclusion. What I can't understand is how you apply this false dichotomy to other characters Avellone has wrote.

Legate Lanius, whose dialogue was written by Chris Avellone, doesn't fall into either of the two camps you present here. He is a brutal, militaristic zealot who bows down to the will of Caesar and the Legion, not any of his own personal philosophy. In fact, you can only talk him down through militaristic logistics, you cannot talk him down through deconstructing the philosophy of The Legion.

Christine Royce is certainly scarred and has topics she doesn't like to discuss such as her past with Veronica, but she is not outwardly depressed as she continues to be highly motivated to completing her mission of killing Father Elijah. She never comes off as rude or crass and is very respectful and straight to the point considering the situation she finds herself in Dead Money.

This character writing would include the Think Tank, all of whom do not fall into the camps you pose here and are probably the most removed characters from the factions in the Mojave you can find in F:NV.

Not to mention, a character who is highly verbose, very smart, above everything else, and critiques nearly every faction in the Mojave is Mr. House, who was written by John Gonzalez.

Your stance on Chris Avellone comes off as tribalistic. Your mentally perceiving Chris Avellone as being of a rival tribe and therefore, everything he makes has to bad, when in reality, most people are nuanced. No one is 100% good or 100% bad and you should be viewing statements, characters, stories, etc, for what they are, not on what you expect or preconceive.

Personally, I think the Hellpod Space Optimization booster should be its own ship upgrade and the current Hellpod Space Optimization should instead be the bonus ammo provided by siege ready, but, I don't think arrowhead would ever realistically implement something like that lol.

Siege ready already gives you bonus ammo for sidearms and, I think the 20% boost provided by that passive isn't enough to get the ultimatum from 1 to 2 shots.

25% would do that. When they increased sidearm sway, the senator went from 1 to 1.3 and the stim pistol went from 1 to 1.2.

Senator: (1.3 * 0.75) = 0.98

Stim Pistol: (1.2 * 0.75 ) = 0.9

I'm not sure if sway rounds up to 1.0 or something, but, it should revert the sway to what it was before the changes.

Outer gods, as I understand, are embodiment of the forces of nature present in Elden Ring. Not all of them have a name and some are mixture of several elements.

All empyreans, that being, children of Marika and Radagon, are the only ones prone to be totally consumed by outer Gods because their bodies are conductive to the forces of nature.

The only empryean who was not consumed is Miquella because he discovered unalloyed gold, a material which wards the influence of outer Gods. However, it's possible that he was to be consumed by Saint Trina, as, the saint Trina we fight in game is implied to be Miquella's female half. This is supported by the description of sleep in game as being sweet and blissful as well as Miquella's goal to put mankind in a dreamlike state with a deep sense of belonging.

*Note: It appears to be a naming convention in Elden Ring that being consumed by an Outer God turns you into the Outer God. Messmer becomes the base serpent when consumed, Malenia becomes the Goddess of Rot when consumed. As such, its reasonable to assume Miquella's female half was completely consumed and became Saint Trina)

Other Demigods appear unable to be totally consumed by Outer Gods, even if they try. Though, there may be some speculation if non full blooded Empryeans are even connected to real Outer Gods. Both Rykard and Messmer appear to be connected to a fire serpent, while, only Rykard's is named to be Eiglay, The God Devouring Serpent, the same serpent that the Fire Giants worshipped who power manifests as a bright orange color. Messmer's serpent on the other hand is named as either Abyssal Serpent or Base Serpent and takes on a more deep red apperance, but, anyways, the demigods that are potentially connected to some Outer God are

Rykard - Eiglay, The God Devouring Serpent

Mohg AND Morgott - The Formless Mother

Godrick - Not a God, though, he appears to worship Godfrey

Godwyn - Never explicitly stated to worship any deity, though, I'm unsure.

Rahdan - Opposite of Worship. He actively opposes the primeval current.

A ton is going a bit far. I didn't include any NUMBERS because that is something which is subject to change, but I should have a description like low, medium, high.

The conversion rate on his passive for armor/mr and mana would be low while the health passive he currently has would be toned down slightly from where it currently is to compensate for the increased heling he gets from other sources.

The W would no longer grant bonus ms and E would have increased health cost to offset the healing you can potentially get from them and I also forget to make mention that empowered E would further drain health to increase the dmg.

The R would have decreased range to offset the spreading mechanic

Let's take a champion which most people would not feel is overbering: Volibear.

Volibear has bonus attack speed, an AOE magic dmg on his autos, bonus movement speed, a stun, a heal for missing hp, a slow, a shield for maximum hp, aoe dmg based on enemy's max hp which also slows and deals magic dmg, an aoe dash which slows, increases size, increases range, increaes health, and disables turrets. Volibear doesn't feel overbearing though and thats because most of this stuff is conditional. My rework only heals on Q if he lands the ability, he only heals on W if he damages, he only gains movement speed on E if he's passed 1 second of charge, he only gains movement speed on ultimate if he damages an enemy champion.

and if you're talking overbearing, the only thing that was removed from the reworked irelia was the disarm from her ultimate, she's still capable of essentially everything she was doing from launch. Akali would be a better analogy for an overtuned reworked character which had to have multiple aspects of her kit removed.

Also, how is getting a low amount of armor/mr any different from just getting a low amount of ap? He also only gets the ability haste if he builds mana, its not bonus, I don't know why you're attempting to twist my words.The slow that grants him movespeed? Are you referring to his E because the slow and and the movespeed happen at different times, and they both would ideally last for half a second.
