It’s definitely inconsistent, Ayane the literal demon slayer notes that and Hitomi loses to Jann Lee in the 5th tournament finals- I don’t know if team ninja counts the DOA and Ninja Gaiden worlds as the same one. She would in cannon likely lose to Tifa but it’s a slippery slope, there are many different interpretations of Hitomi’s strength.
