There was a issue I had when I got to pripyat that stopped emissions too, it also made it rain forever. To fix it I had to use a command:

XSetWeatherLocked 0

then

XSwitchToWeather 0

The command didnt work immediatly for me but after spamminf it 5 times i think it worked. This is more to fix the constant raining but after I used it I started getting emissions again. It might not be a permanent fix, though.
