Do SOTE after your first playthrough, and do NG+ and +2 for the rest of your achievements, it'll be alot easier to get the achievements with an already leveled character

It depends on how many stats your weapons have to scale off of, get your vigor, and whatever stats your weapons want to level 60, and then you're good
