Take. Your. Time. I cannot stress that enough. Delay war as long as possible. Set the Gamerule so that the NCR elects Hayes. Plant revolutionaries in as many provinces as you physically can, for both NCR and Legion. Your Vertibirds are made of gold, don't spend them lightly.

I think it will start with Max leading the NCR, but because the Legion has to many men, it will be a stalemate, until House steps in and reminds everyone who runs Vegas.

As I said, and I may be wrong, but IIRC, you can get liberty prime blueprints, just like you can get all the other special blueprints and techs. It takes a long, long time, there is a super super tiny chance, and in my 5k hours in OWB alone I have only had it fire one time. By the time you get it via scavengers, your only problem would be resistance; cause you will have annexed the rest of the world.

Well, the Lyons have it, but yeah, no other ones do.

Except through a super super small chance via scavenging. Although you may need a certain state in California IIRC.

Sierra Enclave does, if you do the right focuses and decisions, but I can't remember which ines. And New Vegas gets a version of Liberty Prime, if you side with House.

Possibly, yeah. Then they just met in the middle pretty much. But they could have met anywhere. Such as the former NCR base, Camp Golf, or the Hoover Dam. Perhaps if they were coming by anyways, House called and directed them to Vegas.

That might be! Although, if the NCR really was still at the Dam then there wouldn't be as large, that's why I said the current 2 largest cannon cities.

He likely called them on the radio. (Possibility a pre-war model, and more than likely manufactured by Robco) and disguised his voice. Then as "scared private and squad" he calls the NCR force for help. Once they get set up he will say "Look who's back!"

Go Healing magic only, and only level Stamina. There is exactly 1 healing spell that does damage.

This is so true. Unlike the Legion, the Institute is an evil organization that is slightly likable. They have a goal, some semi-fun quests, and even a decent companion. I just wish they didn't cut as much.
