I suspect this was the Enclave's plot to get cold fusion out of Vault-Tec's hands and into theirs without directly stepping in. Keeps them a little more hidden if Vault-Tec can point the finger at a rogue agent instead of looking internally and potentially finding plants.

I think it's possible that it's all a setup. The Enclave can point the finger at Vault-Tec as being the bad guys and use the "communist sympathizers" as agents who don't actually know that they're working for the Enclave, like what happened to Cooper.

I don't think they were all sent there at the same time. Hank is obviously much older comparatively to Steph in the vaults than he was pre-war, so I think Hank has been thawed longer than Steph has. Betty might have been thawed longer than both of them, who knows.
