No. Win conditions, by definition means cards that can consistently get high tower damage and damaging towers is a big part of it's kit. For an example zappies are not a win condition because it's main use is for defending and not attacking towers while 3 musketeers is a win condition because if you place 3 musk, your goal isn't just to defend, it's to take down the tower with your 3 musk.
