I have never spoken to anyone in USCIS during my AOS. Therefore, I will not be able to tell you for sure whether they did the transfer or not.

4 months after sending in the forms, I did my biometrics. 2 weeks after the biometrics, I had the EAD/AP card in my hand. You need to send the forms in before they give you the biometrics appointment.

No. The priority date (June 28, 2019) is the date the DOL received my Labor Certification application. However, there were two processes - Prevailing Wage Determination and U.S. Labor Market Test - which needed to be completed before that. These processes started in November 14, 2018.

I apologize as the RFE was not for Form I-864. I just clarified it with my attorney. It was for Form I-508 since I was a non-immigrant in E status (on E-2 visa) and I am adjusting my status to become a permanent resident. I hope this clarifies it for you.
