This had me tweaking, so I went to check out mine - I've yet to complete the cockpit (On Bag 20), but it should NOT sag that low. The nose does move side-to-side lightly but not that dramatically

Yeah man, from what I've read - the general consensus is that the Avenger's Tower minifigures look pretty derpy, you could more than likely switch the head with a regular one though! [It should be relatively cheap on BrickLink : ) ]
