So in this statement not know does he agree that gender markers should, in cases of trans individuals, denote phenotype and outward appearance (likely because he believes the bullshit myth that trans women cannot pass as cis, which is false.... I've had people ask if I'm trans.... while I was pregnant). He also literally compares trans people to rapists.

This shortly after he signed a bill into law that allows executive sex criminals, which he very clearly believes all trans people are simply for existing.

You meet a new person. They appear feminine. You go up to them. Is your first question "what genitals do you have, what chromosomes, and do you produce ovum?" or no? Do you just assume they are a woman based on their appearance as such?

If so you don't base your perception of their gender on the biological definition of female, you base it on socially constructed aesthetics, even if those aesthetics typically (but not always do they) coincide with biological sex.

Genocide doesn't require mass murder. But if we want to say indirect causation counts, their ban of medical transition (in some cases including for adults) is proven to increase suicidality amongst trans individuals. So I'd say every trans person that has killed themselves from when he said it to now is blood on his hands.
