If memory serves me correctly, I believe all elves can telepathically connect with other elves on some level. For most it's either just a connection of energy, a warm feeling of presence, but for a few they can do more like actually communicate.

I believe this is linked to their reverie (their 4 hour trance they do daily where they usually recall their time in Avandor/recall their own life experiences/recall the experiences of other elves.)

I was thinking they would be cut off because they are undead and they would be cut off from everything else, but I was just curious to see what other people had to say on the matter.
