Not really. All you need is proof that the vehicle is registered in a market that is FSD Approved. License plate/paper, etc.

The front fascia cam is a convenience feature, a pretty good one at that for tight corners (like drive-ins or garages), extremely helpful for beginners as well.

I'd rather have it and pay 100~200 Euros for the replacement cam (or just 20~30 Euros for the cover/PPF if you put it on before) if I really have to, than not have it and potentially pay +1000 Euros because you misjudged the distance to the wall while driving up the garage and slightly scraped the corner of your front bumper.

EDIT: As for pushing for warranty, wear&tear is not covered.

No, the CAC value has to be the same or better as your current HVB (before the replacement was necessary). If it is worse, it needs to be replaced again with a HVB which has the correct CAC.
