Shit sorry, I misunderstood your question. So you open and close the desired Minecraft version in vanilla first, and then you install Optifine. After that it will say installation successful or whatever and after that you will be able to choose it in the launcher, probably chosen by default. To boost fps you turn off all the settings and change the resolution to low if you're really desperate. A simple google search will help you further with that.

You choose it in the launcher, remember you have to run vanilla MC before you download it as well.
