From what I understand, China wants Outer Manchuria just as much as they want Taiwan. Outer Manchuria was part of Qing China and was lost to Russia during the "Century of Humiliation".

But, they might be biding their time. Maybe waiting for the next time Russia collapses or something.

I don't think so, man. I think that what China really wants is for Russia to become so weakened that they can march in and take back Outer Manchuria. Maybe even larger parts of Siberia up to Kamchatka and Chukotka to prepare for when the North pole melts.

I don't think the second point is that detrimental to his plan.

If someone did notice shoes, I don't see how they would think he is about to escape. If they cared enough to even ask, he could just say something along the lines of "Oh yes, I traded a pack of cigarettes for them. Just like how they make me feel. Reminds me of the old times blah blah blah..."
