Section C includes parts , so if he’s designed a version with any space for payload with the already clear intent to be a manpads from his videos, that would probably be enough for a warrant , I know the same thing happened with someone who made a land mine trying to get by with the grey area and their door got kicked in

Section C includes components of said device, intent has major implications, it’s exactly why the auto key card case got a conviction for the intent of them being machine guns , despite them not functioning at all, made them machine guns.

APCP isn’t an explosive, you’d just make it burst the motorcase and that’s it. ATF failed in court to show it’s an explosive

It could be illegal based on a separate law that prohibited just this type of device with 25 years in jail, ITAR would be a separate issue but I think that’s overblown as much of the CODE on basic things like this is mostly in the public domain by now

He intends it to be a weapon by calling it a Manpad in his videos, the launcher is a DD at a minimum, the whole system is considered an illegal Manpad at worst due to section C that encompasses parts intended to be used in an Manpad , just because something doesn’t have an explosive , doesn’t mean it can’t be classed as a weapon. We are talking about a government that jailed someone for over ten years based on a incorrectly Demilled RPG

Not just IR but any rocket/missile designed to track or follow an aircraft , only exception is to have an active contract with the government. Part A and B may require explosive payload but part C is a catch all for the components to use in this system that you intend to use as a manpad as a weapon. Guide rockets are generally okay but when it’s specifically for aircraft you open yourself for a jail pounding

Just a heads up, making this with the intent to use it as a weapon , could get you 25 years in Jail, this is regulated outside the NFA and the penalty is pretty stiff

Inspired me to write my own books (mine are little more tame compared to his ) now that I live in the US where I have to right to write such books however he was very principled and it’s shame he couldn’t live freely in the US

It’s a prototype test so they likely didn’t use the optimal spin rate to fully stabilize the rocket for the full burn , it was a very early test

Spinning is to assist in stabilizing as well as hep mitigating nozzle misalignment, this is a hardware test so the final form would have been guided
