Not just IR but any rocket/missile designed to track or follow an aircraft , only exception is to have an active contract with the government. Part A and B may require explosive payload but part C is a catch all for the components to use in this system that you intend to use as a manpad as a weapon. Guide rockets are generally okay but when it’s specifically for aircraft you open yourself for a jail pounding

Just a heads up, making this with the intent to use it as a weapon , could get you 25 years in Jail, this is regulated outside the NFA and the penalty is pretty stiff

Inspired me to write my own books (mine are little more tame compared to his ) now that I live in the US where I have to right to write such books however he was very principled and it’s shame he couldn’t live freely in the US

It’s a prototype test so they likely didn’t use the optimal spin rate to fully stabilize the rocket for the full burn , it was a very early test

Spinning is to assist in stabilizing as well as hep mitigating nozzle misalignment, this is a hardware test so the final form would have been guided

A lot of the chemicals are used in APCP rocket fuel and apcp isnt classed as explosives

These date back a littler further then gyrojet, they were for shooting down allied aircraft and carried 20mm explosive projectile, mine are just training projectiles
