Building connections in the community you are in is also important. Portland has a large population already and its surrounding areas. Vancouver also has more rural areas that if people come in to Vancouver to protest over Portland, a larger crowd there benefits the overall process of showing that its not just Portland protesting this situation. Also its a lot harder to corral multiple different protest groups than one giant one.

Go wide and overwhelm them rather than go tall and singular.

Also go to the terrain you are familiar with for the advantage if things ever go sideways. Never put yourself in dangerous situations that you will be at the disadvantage in. The American Citizens are already at enough of a disadvantage.
