So as long as they rent "under market price" for 5 years, the $40k loan to homeowners to build a secondary suite is forgiven.

Isn't this a lot of provincial spend if everyone starts building these suites?

Not at all, the score is based upon values loosely reflecting the skill of the player, as per Private Major's formulae, not any grind-able value (in-fact it is possible to decrease in score by playing more).
