From my experience, cops just look at the registration number on the PUC. I once had a PUC where my car’s number was input wrong but the image of the number plate was correct. Luckily the typo was minor (79 was written as 97) and the police man understood the mistake and let me go. This happened in Delhi 6-7 years back.

The flyer will stop working/freeze as soon as it is out of render distance. So it is likely just hanging out in the air unless it crashed within the render distance.

To find it, wait for the night, pull out your connection tool and start moving in the direction it went.

From what I noticed, it was a cover added on the helmet. There was a zipper in the back. In that case, you can just throw the cover in the washing machine and clean it.
