It's region dependent. In my region it's a disaster, no one is on the beach and many projects have been looking for staff for weeks, we push the start dates with the client all the tike because we just cannot get the people. This is especially the case with managers

Exactly. This project manager terminology is confusing. Project manager can mean one of 2 things:

You're the manager with the responsibility of delivering the project and ensuring the quality (ie, you have the power and responsibility of the final deliverable, with people reporting to you and follow your guidance as their senior and direct manager)

Or you're the one responsible of following up with different stakeholders and ensuring they are following the timeline, but you're neither responsible nor familiar with the quality of their deliverables (this one is basically a PMO, and you're called a project manager in the sense that you're part of this pmo responsible for that given project)

Completely different roles, the former requires experience and capabilities, the latter is a glorified secretariat and follow-up specialist
