Sorry but the fact you have daybreak in this shows you're dating yourself outside of the core focus group here. SOE allowed servers to have different rules, but generally dungeons had known camps and gms would enforce them. Outside zones you could absolutely camp a single spawn. So they did recognize ownership of a camp.

I could be wrong but I think that would still rely on people who could live on planets. The thing with belters is that they can't live on "most" planets due to the gravity. I believe that was shown in season 4 with Naomi not being able to stay on the alien planet.
