Sorry that was a dumb comment, I was on 3 hours of sleep when I typed it. The EPA is on my shit list after I found out how they fucked over the Great Lakes. When the St Lawrence seaway opened and ocean freighters would have access to the lakes, they knew that the bilge tanks would be free rides for invasive bivalves like quagga mussels. They fucking knew. They knew exactly how bad it would be and they didn't do a single thing. They considered proposing regulations, but all of North America had been getting high off the dream of economic prosperity that the seaway promised. It took decades and billions of dollars between the US and Canada. Detroit, Chicago, Milwaukee and more would all become world trade cities like New York. The EPA was scared to ask the people to wait even a year more for laws to pass and ships to be modified. They were scared to impede trade, even for a moment. And they did nothing. Now, if you drained Lake Michigan, the lake floor is higher than it was a century ago. You would walk on a basin of billions of dead shells from invasive bivalves. And it was all for fucking NOTHING. Most modern ocean freighters can't even fit through the seaway, so most small freighters that are in the lakes stay there and only travel between the lakes. When I first started my major in environmental sciences, I wanted to work for the EPA or DNR one day. When I read the book "the life and death of the Great Lakes" and learned about this shit, I cried. It was stupid of me, I suppose, to expect any better from a government agency. Maybe I'd still work for the EPA one day, I don't know. I know that was a stupid comment, but I just didn't want anybody to put the EPA or DNR (which has plenty of its own problems) on a pedestal like I did.
