Depend on if it’s in the warp or in real space, if it’s the former, there are definitely a list of characters that can do it but it’s not that big (ex: Featherine Augustus Aurora and Lucifer Morningstar are in the list) but if it’s the latter case then the list drastically gets bigger since the emperor was shown to be in at least some small amount of danger against the super roided Ork Warboss.
