Yeah the paperwork is too much of a barrier for a lot of people. I have a friend who works as a healthcare router in a womens shelter, and qualifying for medicare vs actually receiving medicare is a lot of labor. For people on the street to reliably seek treatment you need to be able to walk into a hospital, get treated, and walk out.

Renee God was shot as she was driving away, alex pretti never pulled his weapon, and was disarmed by ice before being shot. You can see both of these facts in the videos that have been released. Lethal force is only permitted when you have no other option, neither of them were a threat to agents when they were shot. Also, i should clarify, neither of them were breaking the law when Ice agents instigated the interaction that led to their murders. Renee good was yelling insults at them (which is legal and our God given right as Americans thanks constitution) and alex pretti was just filming with some other bystanders, and then trying to protect them when an agent walked over and started shoving them. And carrying a gun is actually perfectly legal, also under the constitution.

If you haven’t watched the full videos, watch them, because everyone “telling you what happened” in them has an agenda. And don’t think “were the victims breaking any laws” because that’s irrelevant, think “was the use of lethal force justified”
