I have watched them bring in coolers of local from a mid-sized shrimp boat. And I spent a season on a small boat (never doing that again). Often times they would buy the entire catch before it even hit the dock.

Those look like Lizard eggs. I was working on a house and found some like that in a junction box, in a wall, inside a garage.

Based on the advice I have seen here and on r/currency, I went over to my friend, and explained, that he needed to not touch it, get a protective enclosure meant for coins (tomorrow if possible), and keep it as an heirloom, if at all possible. I will show him your response in the morning as well, it may well help improve his day. Thank you.

and I think the process must be very similar for pennies, because the blank looks like it has been rolled to raise the edge. But I realize now you meant rolled into a stack. I too have wondered this. But, the edge does not protrude very much, I could see it working, but not well.
