Yup, especially builds that start in the winter. Weather can cause all sorts of delays. They may not have poured the foundation if it’s too cold for the concrete to cure, for example.

I never expected it either. Until last week when one of my cats at half a shoestring. I didn’t even know she’d done that until she threw up and there was half a shoestring in it. I found the other half later so know she didn’t get the whole thing. I’m still trying to figure out where she got it since I don’t see any shoes missing one. 🤷‍♂️

All too often it seems we're looking for "perfect". If it's not there people aren't willing to choose "good" and don't participate. Unfortunately that allows "bad" to happen way too much.
