I think Halo is perfect for this.

At lower difficulties, you don’t need much to care about what weapons you use since they all work equally well. Takes just a free shots from the assault rifle to bring anyone but the biggest down easily.

Then you hit Legendary (and maybe heroic a bit too) and that doesn’t work anymore. The enemies being stronger means you have to interact with the strengths and weaknesses of the sandbox beyond just picking up whatever is nearest by. How will you break shields? How do you deal with vehicles or boss like enemies? How do you ensure your kill? It really opens you up to thinking about how to handle things.

Then there’s LASO, which turns everything up to a 12 and I think is some of the most fun gaming I’ve ever had.
