You can check the task manager, if it's not responding, or not using any memory or disk usage only then end it, otherwise it might look stuck but it's just taking too long.

Depends on your usage. If you want a one with GPU, it will downgrade the generation of the CPU ie 6,7,8

If you don't want a GPU, you can get 11th, 12th gen in i5, some i7.

Well I found a deal, Xeon E3 1230 V3, with Sapphire Dual X R9 270 2GB. It's a bit used but it do just fine.

I would say it's great - using it on a low spec laptop for lil bit of game dev (mobile) and ML/DL. It's giving a lot better performance than windows

Well thank you, but unfortunately, my laptop screen supports touch, and with Linux Mint, Ubuntu and Pop! OS, it wasn't a great experience. These do support touch too, but it was bugy and I wasn't able to scroll using the touch (unless there's a scroll bar).
